      We recently decided to always hedge immediately (never stagger) and set a configurable maxTimeMS on the hedged read. This ticket added support for "maxTimeMSForHedgedReads" runtime server parameter.

      We decided to never do staggering, so the related code should be removed. We now always hedge, immediately, and set a configurable maxTimeMS on the hedged read.
