Description

Beginning in MongoDB 4.0, with the resolution of SERVER-34192, secondary reads are no longer blocked by the application of writes to secondaries. As such, the paragraph indicating they are should be removed from https://docs.mongodb.com/manual/core/replica-set-sync/ and other places where it may appear.
