Investigate changes in SERVER-41679: Add counters in serverStatus for slow network actions

      Downstream Change Summary

      This ticket added new counters to the "network" section of serverStatus.

      • "numSlowDNSOperations": the counter for the number of slow DNS resolution operations.
      • "numSlowSSLOperations": the counter for the number of slow SSL handshake operations.

      Description of Linked Ticket

      SERVER-41349 saw an increase in logging of slow operations. We can easily record those events in a counter for later analysis. As an added bonus, there are similar events like auth steps that can be recorded as well. This might bear a more detailed enumeration of these.
