Investigate changes in SERVER-46281: Enable OCSP by default

      Downstream Change Summary

      OCSP is now enabled by default on all platforms. Disabling OCSP (client validation or server stapling) is done by using a command line flag `--setParameter ocspEnabled=false` on startup.

      Description of Linked Ticket

      We should enable OCSP support, by default. We should leave the existing setParameter infrastructure in place, just toggle the default values.
