      Downstream Change Summary

      We are adding a feature flag that is set to on by default, to turn on and off the performance effects of this project.

      This flag exists on mongos only and is called "enableFinerGrainedCatalogCacheRefresh."

      Setting off this flag reverts catalog cache refresh behavior to the pre-project behavior.
