[Atlas] Update Organization Owner Minimum

      Description

      We often have users reach out when an organization owner has either left the company or is unavailable. In a lot of orgs, there is only one organization owner, so when this occurs, users are left with limited permissions and frequently ask if we can adjust the permissions of 'X' user. At that point, we guide the customer through the steps to adjust this on their end (as outlined in the TAM FAQ wiki) as it cannot be performed on their behalf due to security reasons.

      With that said, I think it would be helpful to have this mentioned in the manage organization users documentation (that we cannot adjust Atlas user permissions) - or at the very least we should mention that the best practice should be to have two organization owners at minimum.
