[Server] Document three new replica set parameters in 5.0

      Three new parameters were added that control the timeout values used in the RSM: heartBeatFrequencyMs, localThresholdMs, connectTimeoutMs.

      Description of Linked Ticket

      SdamConfiguration::getHeartBeatFrequency() should return the configured value. Right now it returns a constant 10s.

      There is already a failpoint to change this value in tests, but this value is important in tuning deployments to discover topology changes faster. This came out of findings from the sys-perf tickets.
