      Downstream Change Summary

      This enables the "automatic reconfig" changes added by Initial Sync Semantics (PM-1096). This makes use of the 'newlyAdded' field for config rewrites. The impact of this is more fully described in the design document and the downstream impacts outlined in PM-1096.

      Description of Linked Ticket

      It's being added with a feature flag, after adding full support, we should turn it on by default. This may have significant testing fallout.
