[TOOLS] README should be updated to reflect how to build tools now

      Engineering Description
      Apparently, as explained in David Golden's response in TOOLS-2180, the steps to build the tools have changed. However, the README.md has not be updated to reflect this change; additionally, it mentioned a file, "set_gopath.sh", that no longer exists.
