Investigate changes in SERVER-55178: Bump the aarch64 minimum required architecture to armv8.2-a

      Downstream Change Summary

      This change will remove support for the armv8a and armv8.1-a platforms. MongoDB 5.0 will require armv8.2-a based hardware in order to run. Notably, this will de-support the original Graviton instances: Graviton2 or later will be required.
