Investigate changes in SERVER-13938: Allow TTLMonitor to use existing indexes starting with Date field

      Non-TTL indexes could not be converted to TTL indexes before and will error if tried with collMod command. This ticket enables using collMod to achieve the task. Under such a circumstance, the command returns only the new value of "expireAfterSeconds".

      Description of Linked Ticket

      If the composite index starts with the Date field, the TTLMonitor's queries would be as fast and will not require an extra index.

      We have lots of time-series data with composite indexes starting with Date, we're forced to create the TTL index although it's used solely by the TTLMonitor.
