[SERVER] Investigate changes in SERVER-57217: Don't report remainingOperationTimeEstimatedSecs in currentOp metrics for resharding for donors and coordinators

      Downstream Change Summary

      Currently, the docs for $currentOp.remainingOperationTimeEstimated says this is "Only present when a resharding operation is taking place." With the new change, it can say instead "Only present on a recipient shard when a resharding operation is taking place."

      Description of Linked Ticket

      Currently, all roles report remainingOperationTimeEstimatedSecs in their currentOp output. This should only be reported by recipients.
