[Server] extended json supported regex flags removed from extended json spec

      https://docs.mongodb.com/manual/reference/mongodb-extended-json/ lists a set of supported regex flags but the extended json spec no longer specifies what flags are supported. the set listed on this page is also inconsistent with the bsonspec and flags currently supported by the server.
