SERVER-56670 describes a bug that can happen in replica sets with multiple arbiters. Instead of fixing it we've decided to no longer support sets with multiple arbiters. We will prohibit this in 6.0 in SERVER-60696, but in the meantime we'd like to document it for earlier versions.
