Summary

Create a basic resumable replicator process for Cluster to Cluster migration that is based on change streams, can do collection-level filtering, and works with replica sets and single-shard clusters.

Motivation

As part of the proposed architecture for Cluster to Cluster Replication, we need a migrator process to run a migration between two clusters. We will start with a basic process that has a limited set of features. This allows us to create a foundation upon which the rest of the tool can be built.
