If the user has been using the allowMultipleArbiters server parameter, the user must remove this server parameter (from their config file or command line) before downgrading the binary.
Description
Original Downstream Change Summary
This is a new server parameter that (default to false), disabling multiple arbiters in a replica set by default. User needs to set this server parameter to the same value on all nodes, it would be undefined behavior if the values are not the same across all servers
Description of Linked Ticket
This parameter will default to disallowing multiple arbiters, but can be set to allow them if customers want multiple arbiters in their replica sets.
