Investigate changes in SERVER-65131: Disable opportunistic read targeting (except for hedged reads)

      Original Downstream Change Summary

      This change disables opportunistic read targeting by default, and adds a new server parameter (called "opportunisticSecondaryTargeting") to enable it.

      Description of Linked Ticket

      As a result of investigation for SERVER-57230, we have decided to disable opportunistic read targeting (except for hedged reads), similar to what was done in SERVER-54278.

      Acceptance criteria: running ConnectionsBuildup workload shows an even distribution of work over the secondary nodes.
