[Server] Document change of balancing policy

      In this documentation page it is stated that "The balancer process is responsible for redistributing the chunks of a sharded collection evenly among the shards for every sharded collection".

      With the work performed undere PM-2323, this will be no longer true. The sentence must be changed to: "The balancer process is responsible for redistributing documents of a sharded collection evenly among the shards for every sharded collection".

      There is for sure some other part of the documentation explicitly referring the old balancer policy: for example, the info in this page also need to be changed (also the auto-split info -> DOCS-15397)
