      Originally, SERVER-64967 had the default set to 0.2 (indicating the log will emit messages 20% of the time when under the threshold by default). This ticket will remove the ConnectionAcquisitionToWireLoggingRate parameter entirely. The metric will still be logged when over the 1ms threshold.

      Original Downstream Change Summary

      Originally, SERVER-64967 had the default set to 0.2 (indicating the log will emit messages 20% of the time when under the threshold by default). This ticket will remove the ConnectionAcquisitionToWireLoggingRate parameter entirely. The metric will still be logged when over the 1ms threshold.

      Description of Linked Ticket

      Currently, the ConnectionAcquisitionToWireLoggingRate parameter is set to 0.2 by default which is quite high since it means we are sampling 20% of egress connections to emit a metrics log message. This could end up being problematic for customers.
