      These parameters

      {bucketRoundingSeconds, bucketMaxSpanSeconds}

      are being released in 6.3 and there was a docs ticket which already addresses them, DOCS-15691. This change adds an upper limit on the allowed value which we set as one year: 31536000 seconds. This is the case for the create and collMod command.
