This action has no effect internally.

Description of Linked Ticket

Looks like the following cleanup will be needed:

1) Remove the ExperimentalFeatures struct: https://github.com/mongodb/mongo/blob/6551e85a0fa3cc85407e8d46ce8c188247d60211/src/mongo/db/server_options.h#L107-L113
2) Deprecate the "storageDetails" ActionType, possibly removing this type from the dbAdmin role as well.
