Minor change. Instead of failing with code "FailedToParse," if the user attempts to run a pipeline with a length that exceeds the limit, the error code of the failure will be a ticket number: 7749501 if the pipeline is too long before being parsed, and 5054701 if it's too long AFTER being parsed. This is user-visible in the case of a failure.
