[Server] Investigate changes in SERVER-85764: Report time waiting for a ticket in slow query logs

      Original Downstream Change Summary

      If an operation has to queue for a ticket, that wait time is reported in the slow op log line as 'ticketWaitMillis' before lock info. This is currently guarded behind gFeatureFlagLogSlowOpsBasedOnTimeWorking and will be enabled with SERVER-79293.

      Description of Linked Ticket

      We track total time waiting for a ticket with totalTimeQueuedMicros. We want to report this waiting time in slow query logs.
