[Atlas] Explain that configured oplog size is uncompressed

      The explanation for the oplogSizeMB parameter should mention that this configures the uncompressed size of the oplog, not the size on disk. Also, the related Atlas Metrics graph that shows Oplog GB/h should mention that this is the uncompressed data rate, not compressed.

      Note that the server docs update are being handled in DOCS-16718.
