There are various ways to enable/disable/deactivate/etc the balancer; and various ways to test the state of the balancer.

There are also various states that the balancer is required to have, in order for various user procedures to work.

Go through all the docs and clarify the specific behaviors of all balancer controls and state-readers, and clarify each doc that requires the balancer to have a certain state. Provide user procedures for setting those states as necessary.
