      While we have the which roles have access to run which commands (link)

      When you visit these pages there is no mention of the role or privileges needed:

      http://docs.mongodb.org/manual/reference/method/sh.shardCollection/

      For example for shardCollection this needs a user with clusterAdmin in the admin database.

      (since clusterAdmin is only applicable on the admin database.)
