What is "small areas" defined as?
- Anything not global?
- State-level?
- County/City-level?
- Street-level?
- 10/100/1000/10,000 meters?
I guess, my suggestion is to somehow make this more clear (less subjective), if possible. Readers would be unsure if this or another technique would be more optimal for them.
