Scenario - user is running on-prem mms with no direct connection to the internet.

Host warning is displayed on hosts page to indicate low ulimit setting. Clicking this link under the host will open a page to our online documentation. If the user is running on-prem disconnected from the internet, they page fails to load.

Should we:

a) consider shipping an offline copy of the docs in the RPM and load that?
b) tell the user in some popup that they are about to go to the wider web should have an active internet connection to view the following page
