Goals:

• Change the page title to "Replace Disabled Config Server"

• Convert the procedure to use steps format.

• see if you can tigheten up the introduction and consideration sections which are a bit difficult to decipher. This is a procedure that talks about a procedure that you use after some sort of catastrophic failure of one config server. (I read this for weeks and even tweaked the procedure rather siginificantly without fully grapsing this.)
