The _waitForDelete parameter one may pass to the moveChunk command may additionally be set at the balancer-level by following the same instructions for setting _secondaryThrottle on this page.

where it should be noted that this "feature" can be disabled both at the moveChunk level as already documented and at the balancer-level via modifying the config.settings collection.
