MMS: Add reference document for Monitoring Agent configuration options

      We are removing all optional configuration options from the configuration file (to avoid conflicts on package updates). These options therefore need to be documented outside of the configuration file.

      Please backport to MMS OnPrem 1.4, for consistency.
