Clarify that the dropDatabase command does not drop users in 2.6+

      Starting with MongoDB version 2.6, the dropDatabase command no longer drops users associated with that database. To do that one must run the dropAllUsersFromDatabase command. We should add a note to the docs on dropDatabase about this behavior
