"The balancer runs in all of the query routers in a cluster." seems to be misleading. I would rephrase it to "The balancer can run in any query router in a cluster."
In its current form, it sounds like dozens of balancer processes are running all the time, all over the place whereas it's just something that wakes up once in a while here or there and most of the time does nothing...
