Update 2.6 docs to reflect that _secondaryThrottle is not true by default in 2.6 and update 2.8 docs and release notes to make it clear that there was a behavior change in 2.8 to make _secondaryThrottle true by default, and this will have the effect of slowing your migrations in exchange for migrations adding less load to your cluster.
