3.0 compatibility notes should mention change in socket perms from 777 to 700

      Default file permissions for the domain socket file have changed from 777 to 700 in MongoDB 3.0 (as per SERVER-13022).

      The compatibility notes should mention the permission change and the new filePermissions config option (DOCS-4999) which can be used to set less restrictive permissions.
