I was building with VS2013 Express and received scons errors about lacking std::atomic<int64_t>.
This was resolved by installing the VS 2008 C++ Redistributable.
This appears to relate to the change made in SERVER-17455.
We should include a note that you may need to install the redistributable, available from http://www.microsoft.com/en-au/download/details.aspx?id=29
