3.0 changelogs don't include TOOLS issues

      The changelogs and release notes for 3.0 include SERVER issues that have been fixed for each point release, but not TOOLS issues that relate to fixes for the various tools.

      Ideally, we should also link to https://jira.mongodb.org/issues/?jql=project%20=%20TOOLS%20AND%20fixVersion%20=%203.0.5 and list the individual tickets, and call out any major or important issues (eg. TOOLS-16).
