Balancer configuration of _secondaryThrottle for all chunk moves

      The documentation on moveChunk(http://docs.mongodb.org/manual/reference/command/moveChunk/) explains the _secondaryThrottle option for moveChunk and says "You may also configure _secondaryThrottle in the balancer configuration", but doesn't say how.
