Oplog setting

      The oplog parameter doesn't determine the size of the oplog on subsequent changes after the first start. This was disabled long time ago as I can see on SERVER-2607 and SERVER-4613.

      The documentation and the comments in the mongod configuration file should mention this in order to clarify this fact and point the user in the right direction when changing the oplog size.
