The Cloud Manager provisioning instructions for Azure (https://docs.cloud.mongodb.com/tutorial/nav/provision-azure-servers/) assume the user is using the Classic portal for Azure.

Microsoft have since rolled out a new portal for Azure which require a different set of instructions.

This new portal is the default for new Azure users so it's important to document how to use the Cloud Manager service with the new portal.
