Update Cloud Manager docs on firewall configuration

      The "Backup SCP Restore" section of docs includes two CIDRs of our application servers that may serve SCP restores.

      1.) We should add 52.209.214.20 and 52.212.118.190 to the Backup SCP Restore section to cover eu-west support for Atlas.

      2.) We should introduce a new section to convey that the current 2 CIDRs (4.71.186.128/25, 4.35.16.128/25) apply to webhook notifications triggered by the service, too. (But not the two new eu-west IPs.)
