Scheduler event logs should occur even if there are no tasks in the queue

      Description

      When debugging host behavior, it would be really nice to know how many hosts were spun up/down after the queue was drained. For example, right now it looks like we're regularly spinning up more perf hosts than we need, but I don't have an easy way to see what happens when https://evergreen.mongodb.com/scheduler_event/rhel70-perf-single has no tasks in the queue.

      As part of this, we will likely have to dramatically increase the length of history on the scheduler event log page, which should be fine. cc Shraya Ramani
