      Description

      The app servers shouldn't need the /etc/mci_settings.yml file because the DB config is loaded from the evergreen deploy web flags, which then loads the admin settings from the DB instead of the conf file. When I checked on one app server, it hadn't been updated since January 2019. We should confirm it's safe to delete, then delete it.
