      Description

      From UserVoice:
Right now to trigger a Slack notification we have to either use the CLI or the evergreen API

We are working on triggering notifications after release and went to write our own API call but given the logic in the CLI exists it would be way easier for anyone to have a project config like "notifications.slack: [options]" that already handles the authentication with us having to hack this in bash.

We'd like a way where we don't have to go this low level, or risk leaking evergreen API keys (right now we added silent to the command but people could change this).

It is not possible to use the CLI to do this, since we'd want to execute this on a host in Evergreen as part of a task.
