      Proposed solution
      Patches that haven't yet started executing on the commit queue aren't expected to have their own page. The new UI's commit queue page intentionally does not make these patches clickable. We should link to the new UI commit queue page for the project in question in the CLI, regardless of whether users have opted out of the new UI, since there is no equivalent page in the legacy UI.

      Original description
      Per a discussion in EVG-15245, the message given when submitting a patch to the commit queue via the CLI links to the legacy UI. This appears to be the case even for users opted into the new UI.

      If a patch details page is expected to exist in the new UI for patches that are in the commit queue but haven't yet begun, we should ensure the CLI link redirects to that for all opted in users. If it isn't expected to exist, we should remove the link displayed by the CLI.
