Investigate preventing the agent from clearing working directory in between task group tasks

More detail provided in BF-23664. Skimming the code I'm not sure exactly how this could be happening; it may help to add logging of when the agent asks to get a new task (even if it's not given one), and test in staging while toggling dispatching on/off. 

If this can't be figured out, should investigate how to make task dispatch toggling smarter for task groups, as an alternative solution.
