Make TIPS documentation landing page more easily discoverable for CoreDB engineers

Per a slack thread in performance tooling users, it's difficult to come across the performance docs landing page unless one already knows to look in #performance-tooling-users.

We should brainstorm where we should add links to this landing page so it can be the most visible to users.

For the immediate term, I've added links to https://wiki.corp.mongodb.com/display/STAR/sys-perf%3A+how+to+use+Evergreen+patch+build and https://docs.google.com/document/d/1wnZQbuP9482TR7UP-SKEZtntdB2O2K3lE15nHc2XTpw/edit to reference our landing page, since these came up in the user's searches.
