Turn cyclic dependency detection back on

We see high CPU time in cyclic dependency detection during CPU spikes, so we speculate this part of the code has contributed to recent database slowdowns, though we do not know what the mechanism has been. We should take a look at this part of the code and figure out if there is a problematic query and turn the dependency check back on once we understand what has been happening and fix it.
