Retry commit queue versions within a time frame

      Description

      As an Evergreen administrator,
      I want to be able to be able to re-enqueue commit queue versions within a timeframe
      so that if some outage (e.g., GitHub, AWS, Evergreen, Logkeeper) causes commit queue tasks to fail, I can restart them in bulk.

      Acceptance criteria: There is a UI element at https://evergreen.mongodb.com/admin similar to the "Restart Tasks" element, which will retry commit queue versions within a timeframe. This will mean creating new versions for these tasks.

      I'm not sure whether some way of letting the user know that this has happened should be in scope of this ticket. You could imagine that another iteration of this feature would be to allow users to retry their own commit queue versions. If we do this, there may be some UI element which changes to indicate that the version has been retried.
