Clean dbpath when downgrading arbiters in multiversion tests

    Description

      The multiversion tests on the mongo v4.4 waterfall page kept failing after the recent v4.2 WiredTiger drop (with WT-5892) and the merge of SERVER-47006. WT-5926 was created to address the WiredTiger error captured by do_upgrade_downgrade.js in the latest commit build.

      There are other 10+ tests failed in the same task which we should investigate to understand.
